Monthly Legal Update: May 2025 (Part III)
Overview
On 09 May 2025, the Ministry of Education, Youth, and Sport (MoEYS) and the National Bank of Cambodia (NBC) issued Joint Instruction No. 18 on the Promotion of Khmer Riel (KHR) Use for Payments in Educational Institutions. All public and private educational institutions under the authority of MoEYS shall:
- Assess the feasibility of opening a KHR deposit account, a KHR settlement account, and payment of wage/salary through the banking system for all Cambodian and foreign educational staff, including full-time employees, contracted employees, and part-time employees.
- Display tuition fees and other service charges in KHR as the primary pricing currency. Foreign currencies can be calculated based on the official exchange rates.
- Establish facilitation measures and educational staff, students, parents or guardians, and relevant individuals to conduct payment transactions via KHR bank account, including the payment of tuition fees and other service charges.
